Dr. Wilson Chan
Secretary, Belt and Road Global Development Alliance
Dr. Wilson Chan, Assistant Director of MBA Programme of CityU of HK, joined the interbank markets in the early 1980s and became the founding Treasurer of ICBC, HK Branch in 1995. Dr Chan was a former Senior Private Banker at Citi Private Bank and an AGM of Shanghai Comm’l Bank. Dr. Chan had served as Honorary Secretary of ACI – The Financial Markets Association of HK for more than 10 years until it merged with Treasury Markets Association in 2005, and now continues to serve other positions of its different Committees, incl. the Chairman of the Education Sub-Committee accumulating for around 20 years. He is the Senior Consultant of The HK Institute of Bankers. Dr. Chan is currently a guest speaker and hosts for TV and radio programmes, as well as a newspaper columnist. Dr. Wilson Chan has three Master Degrees and a Doctor of Business Administration, and completed a programme at University of California, Berkeley. Mr. Matthew Harrison
Former Research Director, HK Exchange
Matthew Harrison is a practising accountant - a Fellow of the Institute of Chartered Accountants of England and Wales and a Fellow of the Hong Kong Institute of Certified Public Accountants. He is also a policy researcher, and former Head of Research at Hong Kong Exchanges and Clearing. Author of Asia Pacific Securities Markets and other books, Matthew is married with two children. Professor Robert Melnick
Dean, School of Sustainability, Arizona State University
Dr. Melnick is the executive director of the Julie Ann Wrigley Global Institute of Sustainability at Arizona State University (ASU), one of the largest research universities in the United States. The Institute, which includes ASU’s School of Sustainability, is the primary vehicle by which the university establishes and pursues a comprehensive set of goals on sustainability education, research, and practice. Prior to this position, he served ASU as Director of the Morrison Institute for Public Policy (1987-2008), Associate Vice President for Economic Affairs (2002-2008), Vice Provost for Research (2000-2002) and as a member of the faculty of the School of Public Affairs and the Department of Educational Technology, respectively. Dr. Melnick currently holds academic appointments as research scientist in the Global Institute of Sustainability, Presidential Professor of Practice in the School of Sustainability and Associate Faculty in the School of Public Affairs. Professor Ngo Tak-Wing
Professor of Political Science, Macao University
Tak-Wing Ngo is Professor of Political Science at the University of Macau. He formerly taught at Leiden University, and was the holder of the IIAS Chair in Asian History at Erasmus University Rotterdam. His research interests focus on state-market relations, political economy, and East Asian politics. Professor Su Hao
Professor, Foreign Affairs College, PRC
Dr. SU, Hao, is a distinguished professor in the Department of Diplomacy and founding director of Center for Strategic and Peace Studies at the CHINA FOREIGN AFFAIRS UNIVERSITY(CFAU). He was chairman of Diplomacy Department, director of China’s Foreign Relations Section, general secretary of East Asian Studies Center, and director of Center for Asia-Pacific Studies within this university. He is also affiliated with institutions in China, such as, president of Beijing Geopolitical Strategy and Development Association, member of Chinese Committee for Council of Security Cooperation in the Asia-Pacific (CSCAP) and Pacific Economic Cooperation Council (PECC); board member of China Association of Arms Control and Disarmament, Pacific Society of China, China Association of Asian-African Development Exchange, and China Association of China-ASEAN.
Mr. Yau Shing Mu
Former Under Secretary for Transport and Housing, HKSAR Government
Mr Yau, SBS, JP was appointed as Under Secretary for Transport and Housing from 2008 to 2017. Before joining the HKSAR Government, Mr Yau had been a journalist for many years. He held the post of Executive Chief Editor of Hong Kong Economic Times between 2000 and 2008 Mr. Yau has edited and published books on various social issues such as youth problems and Hong Kong's economic prospects
Professor Christine Wong
Visiting Research Professor at East Asian Institute, National University of Singapore
Professor Christine Wong is Visiting Research Professor at East Asian Institute, National University of Singapore. She has previously taught at the University of Melbourne, the University of Oxford, the University of Washington, the University of California, Santa Cruz and Berkeley campuses; and Mount Holyoke College. Professor Wong has also held senior staff positions in the World Bank and the Asian Development Bank, and worked with many other international agencies including the IMF, OECD, and UNDP. She is a member of the OECD Advisory Panel on Budgeting and Public Expenditures. Professor Wong has published widely on China’s public finance, intergovernmental fiscal relations and their implications for governance, economic development and welfare.
Professor David S G Goodman

Professor David S G Goodman is Director of the China Studies Centre at the University of Sydney, where he is also Professor of Chinese Politics. He has worked in universities in Australia, China and the UK since 1971. Most recently he established the Department of China Studies at Xi’an Jiaotong-Liverpool University in Suzhou, China, where he also later served as Vice President for Academic Affairs. In Australia he previously worked at both the University of Technology Sydney; where he established the International Studies Program and later became DVC International; and the University of Sydney where he was part of the team that originally established the China Studies Centre. Dr. Victor Hung is the former Head of Planning & Trade Practices Division of Hong Kong Consumer Council. He formerly taught at University of Hong Kong, the Baptist University and City University of Hong Kong. His research interests focus on online and offline consumer behavior, and artificial intelligence.
Dr. Kai-Chiu HO, Sunny

Dr. Ho has more than 45 years of work experience in Hong Kong's manufacturing industry, including advanced textiles and clothing technologies, innovation and technology, R & D strategy, project design, management and commercialization, technology management, project funding support, etc. Dr. Ho is the former Director, Research and Development (June 2006 - June 2016) of the Hong Kong Research Institute of Textiles and Clothing which is funded by Hong Kong SAR Government. He is also a Chartered Textile Technologist and a Fellow Member of the Textile Institute; Fellow Member of Hong Kong Institute of Textile and Apparel; a Senior Member of China Textile Engineering Society; a Distinguished Professor of Zhijiang College of Zhejiang University of Technology, China; an Adjunct Professor of Institute of Textiles and Clothing of The Hong Kong Polytechnic University ( July 2013- June 2019); Honorary Associate Professor of the Faculty of Dentistry at the University of Hong Kong; Visiting Professor at both Donghua University, Zhejiang Sci-Tech University, Soochow University, etc., as well as Honorary Consultant of the Hong Kong General Chamber of Textiles; and the Hong Kong Federation of Invention and Innovation, Hong Kong.
Mr David Holloway (International Affiliation)
Barrister and Arbitrator, Outer Temple Chambers, London
David Holloway is a barrister and arbitrator practising in the field of international trade from Outer Temple Chambers, London. He is a panel arbitrator with several international institutions, a licensed advocate with the ADGM Court and the DIFC international Courts in the UAE and a registered foreign lawyer in Hong Kong. David has previously held academic posts in UK, PRC, Hong Kong and the Middle East. He is General Editor of "International Arbitration Law" and co-author of "Schmitthoff: The Law and Practice of International Trade".
Professor Jingren Ma
Professor of Public Administration, Shenzhen University
Professor Jingren Ma is a national authority in the area of administrative reforms and government performance evaluation. His research interests also include China–Japan relations, local autonomy, policy making process, and philosophy of management. More recently he is working on the development of elderly care policy with the Elderly Care Service Research Center of Shenzhen University, Guangdong-Hong Kong-Macao Greater Bay Area developments, and regional connectivity with South-east Asia. Prof Ma is a member of the Advisory Committee of Shenzhen Government, Secretary of Administrative Law Research Association, Exchange Scholar of Soka University and Kumamoto Gakuen University in Japan, and Adjunct Professor of Dhurakij Pundit University and Krirk University in Tailand. He was a vice-dean at College of Management of Shenzhen University, and former member of the Political Science/Public Administration Teaching Steering Committee of the Ministry of Education of the People's Republic of China.
The Honourable CHEUNG Kin-chung, Matthew GBM, GBS, JP
Former Chief Secretary for Administration of the Hong Kong Special Administrative Region Government (HKSARG)
Mr. CHEUNG Kin-chung, was the Chief Secretary for Administration (CS) of the Hong Kong Special Administrative Region Government (HKSARG) from January 2017 until June 2021 when he left the government after serving Hong Kong for nearly 50 years, making him the longest serving government official in Hong Kong's history. During his tenure as CS, he acted as the Chief Executive of the Hong Kong Special Administrative Region on 68 occasions (amounting to 205 days). Mr Cheung joined the Hong Kong Government as an Information Officer in the Government Information Services (GIS) in July 1972 on graduation from The University of Hong Kong. He served in GIS for seven years during which he spent a 15-month stint in London. He received two rapid promotions to Senior Information Officer and was appointed Overseas Liaison Editor in 1978. In search of greater challenges and wider opportunities for serving the community and contributing to Hong Kong's good governance, Mr Cheung transferred to the Administrative Service in September 1979. He rose to Administrative Officer (AO) Staff Grade A1 in 2004. Among his earlier postings as an AO were Assistant District Officer (Eastern); Assistant Private Secretary to the Governor; Secretary, Industry Development Board; District Officer (North); Assistant Director-General of Trade; and Administrative Assistant to the Financial Secretary. As a senior directorate officer, Mr Cheung served as Deputy Judiciary Administrator; Deputy Head, Central Policy Unit; and Deputy Secretary for Education and Manpower. He became Commissioner for Labour in 1999; Director of Education in 2000; and Permanent Secretary for Economic Development and Labour in 2002. Mr Cheung took up the political appointment of Secretary for Labour and Welfare in July 2007 and served for almost 10 years until January 2017 when he was appointed CS. Mr Cheung is currently Adjunct Professor of the Faculty of Social Sciences at The University of Hong Kong; Honorary Professor of the Department of Social Sciences and Policy Studies at The Education University of Hong Kong; and Adjunct Professor of the Asia-Pacific Institute of Ageing Studies at The Lingnan University Hong Kong. He is also a Fellow of the Hong Kong Management Association.
Mr. Timothy MA, MH, JP, RSW, FCRP
Founding Executive Director, Senior Citizen Home Safety Association
Mr. Ma is a Registered Social Worker and Fellow of Certified Risk Planner. He was the Founding Executive Director of Senior Citizen Home Safety Association (SCHA), the Association was awarded the Asia Pacific NGO Award for its pioneering innovations in elderly care in 2005, and the Regional Social Enterprise Award (East and Southeast Asia) by the Schwab Foundation for Social Entrepreneurship in 2009. Mr. Ma is a strong advocate of Social Enterprises, he co-founded the Hong Kong Social Entrepreneurship Forum in 2008, served as the Council member of the Hong Kong Chamber of Social Enterprises and the core member of the Organizing Committee for the annual Social Enterprise Summit since 2009. He is also the Vice-chairman of the Social Innovation Charity, a life member of the HKSWA and the Founding Member of Social Entrepreneur Forum, member of the IMPACT CIRCLE of the World Economic Forum, and was the Co-opted Member of SIE Fund from 2013 to 2023.
