Dr LAU, Kwok-yu
劉國裕

Adjunct Professor

LAU Kwok Yu is an Adjunct Professor of the Department of Public Policy, City University of Hong Kong. He previously taught at the University of Hong Kong. The areas of his teaching and research are housing policy, housing management, social policy and administration. He is also an Honorary Fellow of The Hong Kong Institute of Housing and a Registered Social Worker. Before starting his career in the university, Dr. Lau worked as a social worker in public housing estates, squatter areas and temporary housing areas.

Dr Lau has extensive experience in public service. He served on Hong Kong Housing Authority for 12 years and its various committees, and was a member of the Hong Kong Government Housing Bureau’s Long Term Housing Strategy Review Steering Group (Dec 1995-Feb 1998) and the Urban Renewal Authority’s Land, Rehousing and Compensation Committee and Review Committee. He was also a member of the Supervisory Board of the Hong Kong Housing Society (2012- 2018). He was also a co-opted member of the Kwai Tsing District Council’s Housing Affairs Committee, and a co-opted member of the Home Affairs Department’s Sub-committee on Property Management Practitioners under the Advisory Committee on the Regulation of the Property Management Industry.

Dr Lau is currently a member of the Hong Kong Housing Authority’s Subsidised Housing Committee and a Member of the Housing Society and its Special Committee on Elderly Housing. He is a member the Diocesan Building and Development Commission and its Research and Development Committee, and a co-opted member of the Working Group on Private Premises and Urban Revitalisation of the Sham Shui Po District Council. He is also a co-opted Member of the Hong Kong Institute of Housing’s Professional Practice Committee and an Honorary Advisor of the Federation of Public Housing Estates. He also served as a Research Professor at the School of Social Sciences of Caritas Institute of Higher Education and as an Academic Advisor of the Asian Institute of Built Environment. He has also been appointed to serve as a Research Professor at the School of Social Sciences of Caritas Institute of Higher Education and as an Academic Advisor of the Asian Institute of Built Environment. He is also a Member of the Working Group on Social Housing Operation and Services for Community Housing Movement of the Hong Kong Council of Social Service and a Member of the Urban Renewal Authority’s Shamshuipo District Advisory Committee.
