Public administration, as both an imperative practice of all states and an important field of research, confronts unprecedented challenges in the current fast changing socio-economic environment. Governments and scholars are not only challenged to develop innovative and effective strategies to enhance public performance, but also to engage in vigorous analyses related to the origins, dynamics, and effectiveness of such efforts.
Beginning in 2005 scholars from Mainland China, Taiwan, Hong Kong, and Macao have met annually at a series of cross-strait conferences to exchange views and share ideas on public administration. The first to the fourth conferences were hosted by Renmin University in Beijing, University of Macao in Macao, Shih Hsin University in Taiwan, and Nanchang University in Nanchang, Jiangxi. This year, the City University of Hong Kong’s Department of Public and Social Administration is honored to host the 5th Cross-Strait Conference on Public Administration (CSCPA). The conference will provide opportunities for participants to share their expertise and practical experiences, and to facilitate future collaborative research. The theme of the 5th CSCPA is Public Administration in a Changing World: Challenges, Opportunities, and Innovations.
The year 2009 is the 25th Anniversary of the founding of City University of Hong Kong and the 5th Cross-Strait Conference on Public Administration is included as an important event to celebrate this achievement. Special conference guests have been invited from other regions/areas such as the United States, Singapore, and South Korea as well as from the Hong Kong SAR Government.
