The MA in Public Policy and Management addresses critical issues in the search to improve governance and to achieve higher quality public services. It examines critically fresh answers to old questions concerning the values underpinning public services; more effective ways to engage with the community and to enhance relationships between government, public servants, the community and their representatives; policy making; management practices, styles of leadership and the effective introduction of innovations and reforms to better meet changing community needs.
 
 
Programme Intended Learning Outcomes

The MA in Public Policy and Management (MAPPM) aims broadly to support the development of effective, people-centred governance in Hong Kong by producing graduates who can contribute to the policy analysis and management of a wide range of public and private organizations. In particular, the programme will provide you with opportunities to enhance your theoretical knowledge and to develop practical skills needed to systematically assemble information and engage in critical analysis about the application of public and social policy and concerning management theories and processes in both local and international contexts.

On successful completion of the programme, you will:

have acquired up-to-date knowledge of principles, theories and practices in international and local governance, public and social policy and management;
have strengthened your academic abilities and skills in the identification and critical analysis, synthesis and evaluation of knowledge and theories relating to public policy and management;
be able to compare, contrast and evaluate critically the roles, inter-relationships and limitations of various actors and organizations involved in governance, policy making and the management of key activities within the public domain;
be able to explain, compare and evaluate critically various values, ethical principles and cultural traditions shaping policy-making processes and the delivery of services to the communities they serve;
be able to undertake comparative analysis of developments and processes in public policies and public management;
have enhanced your practical management, planning, team-working, decision making and research skills;
have contributed to the development of knowledge about public policy and management.
 
 
Our Students
Our students come from a wide range of public and private sector organizations and include, for example: administrative and executive officers as well as other departmental staff serving in government organizations such as the Disciplined Services, Post Office, District Offices, Labour, Education, Housing or other departments. Other students work in professional or managerial posts in the hospitals, health or social welfare services. Some are university administrators or school teachers. Private sector students include journalists, accountants, lawyers and various business managers. Several students are District Council Members, or work in the offices of political parties, or as Assistants to Legislative Councillors. Throughout the programme, special attention is given to helping students to achieve their career goals by enhancing their intellectual, professional and practical skills. Some students may already be experienced managers and use the programme to gain insight and to strengthen their understanding of theories underlying management processes and practices. Others may have recently become managers and look to the programme for support in their new responsibilities. Several students have found also that their studies in the MAPPM have helped them to secure promotion to higher levels in their organization or profession.
 
 
Teaching Arrangements
The MAPPM is a two-year, part-time evening programme. Students normally attend for one or two weekday evenings per week. Some classes are also held on Saturday afternoons. Timetables, however may need to vary depending upon the availability of staff and of classrooms. On a few occasions it may be necessary to hold a class on a Saturday morning.
 
 
Interim Award
Students who opted for the Dissertation but failed may be considered for an interim award of the Postgraduate Diploma in Public Policy and Management. However, to gain the interim award students must have passed all other courses within the programme.
 
 
Admission Requirements
Specific to MAPPM

Applicants should possess a first degree or equivalent qualification. Priority will be given to those with relevant working or public service experience, preferably including at least two years in a managerial position. Selection processes may include participation in a group discussion, writing a short summary and a brief individual interview. Those who have or have not studied public policy and management before are equally welcome. Application Period: Application normally starts in January each year.
