Establishment of the Policy Lab to Develop Top Talent in Hong Kong

The Policy Lab for Hong Kong Talent Development (Policy Lab) was established by the CityU’s Department of Public and International Affairs (PIA), with support from the Hong Kong Talent Center and Hong Kong Association of Tertiary Education. The mission of the Policy Lab is to provide evidence-based research to inform policymakers and stakeholders on how to better develop, attract and retain top talent in Hong Kong.

A launching ceremony was held on 29 January 2024 and attended by many distinguished guests, including Dr Pál KERTÉSZ (Consul General, Consulate General of Hungary in Hong Kong), the Hon Matthew CHEUNG Kin-chung (former Chief Secretary for Administration of HKSAR Government), Ms Hinny LAM (Deputy Director, Chief Executive’s Policy Unit, HKSAR Government), Mr TAI Chi-yuen (Acting Director of Immigration, Immigration Department, HKSAR Government), and many other governmental, academic, community and business leaders. 

The event commenced with a welcoming speech by Prof CHAN Chi-hou, Vice President (Community Engagement) of CityU, who expressed sincere congratulations on the establishment of the Policy Lab and anticipation for its future research outcomes. This was followed by opening remarks by Ms Miranda TSUI, Founding Member and Advisor of the Policy Lab, who shared her personal experiences and explained the founding purpose of the Policy Lab - to attract more talent to Hong Kong and facilitate their integration into society.

Subsequently, Prof Alfred HO, Dean of CityU’s College of Liberal Arts and Social Sciences and Director of the Policy Lab presented the research direction of the Policy Lab, analysing the challenges to Hong Kong’s economy and the necessity and urgency of talent attraction and retention using international examples. He also highlighted the initial success of the talent development policies of the HKSAR Government in recent years, and suggested how the future research work of the Policy Lab, with a special focus on multi-sectoral, multi-departmental, multi-cultural and multi-generational collaboration, might contribute to the sustained success of HKSAR Government’s policies.

During the first panel discussion, talent programme beneficiaries and Ms Miranda TSUI from China shared their reasons for choosing Hong Kong, emphasising its openness, inclusiveness and cultural diversity. In the second panel sharing, two international panelists and Prof Alfred HO discussed how to attract more international talent to and retain them in Hong Kong. 

At the end of the ceremony, the Hon Matthew CHEUNG Kin-chung, Senior Advisor of the Policy Lab and Mr Raymond LAM, Advisor of the Policy Lab, provided their remarks on the event, highlighting the importance of robust talent development and retention policies for Hong Kong's future development. They also expressed full confidence and excitement about the future research outcomes of the Policy Lab.
