Boilers and Pressure Vessels

Boilers and pressure vessels are commonly used in laboratories for sterilization, disinfection, operation of optical table, etc.

All boilers and pressure vessels must be registered with Labour Department under this Ordinance before use or operation. Departments are required to liaise with the boiler or pressure vessel vendor/supplier and ensure that registration is completed with a copy of the valid Certificate of Fitness.

According to Cap. 56 (Boilers and Pressure Vessels Ordinance), any person who owns or possesses any boilers or pressure vessels requires a competent person (air receiver inspector or boiler inspector) to inspect every 14 months and every 26 months, respectively. It is an obligation to check whether the boiler or the pressure vessel meets the regulation and be properly maintained. LSU can arrange a competent surveyor to conduct the periodic examination and issue a valid certification for the record-keeping purpose.

Clinical Waste Collection

Waste consisting of any substance, matter or thing belonging to the 6 groups specified in Schedule 8 of Cap. 354 (Waste Disposal Ordinance) and arising from healthcare or medical-related research/laboratory practice are classified as Clinical waste.

LSU provide the clinical waste collection service every Friday (except general holiday). For more detailed information, you can refer to part 5.0 Procedures on the Clinical Waste Disposal Procedures.

LA/LG Certification

Lifting appliances (LA) are transporting equipment such as cranes, hydraulic platforms, hydraulic power stackers, etc. Lifting gears (LG) are tools to lift the material. Chain sling, rope sling and ring eyebolt are examples of lifting gear.

Lifting appliances and lifting gears (LA/LG) are commonly used in construction sites, universities, factories and gantries.

According to Cap. 59 (The Factories and Industrial Undertakings Ordinance), any person who owns or possesses any lifting appliances should employ a competent examiner to annually certify the LA is properly working. LA shall be examined before use or at least once in the preceding 12 months by a competent examiner. Whereas, LG shall be examined before use or at least in the preceding 6 months. Crane, crabs and winches are required to perform a loading test every four years. To comply with the legislation, LSU serves as a coordinator to arrange a competent examiner for examining the LAs/LGs and issue valid certification to relevant departments.

Besides holding a valid certification of LAs/LGs issued by a competent examiner, LAs/LGs must be tested, examined, and/or inspected before use (e.g. within the preceding 7 days for LA) by a competent examiner/person according to the provisions of the regulations. The results must be recorded in prescribed forms to indicate that the LA/LG is safe to use. For more details, please refer to:

Personal Alarm System (PAS)

The Personal Alarm System (PAS) is an LSU tailor-made device for anyone nearby who has an emergency issue at a laboratory to call for help and alert security. It contains a remote control and a main control unit. The main control unit can receive the signal transmitted by the remote control through radiofrequency (AM418; AM433 MHz). The PAS is activated either by pushing the button on the remote control or the main control unit. When the PAS is activated, it shall connect and call the FMO security office for assistance. It also activates the visual and audible alarm in the vicinity to alert others.

The LSU provides services on

  3. Annual checkup,
  4. Maintenance and,
  5. Battery replacement.

Radiation Worker Registration and TLD Badge Monitoring

Every staff/student working on any open-beam x-ray or unsealed radioactive substances are considered as a radiation worker in the CityU. Radiation worker must register to LSU, complete the medical examination and apply for a thermoluminescent dosimeter (TLD) badge to monitor the radiation dose absorbance. LSU provides one-stop service to radiation workers for the arrangement of medical examination and registration to the Radiation Board. LSU serves as a logistic hub in delivering the TLDs to and from the Radiation Health Division of the Department of Health on monthly basis.

Safety Supply Box

Safety Supply Box (SSB) is a box containing the basic personal protective equipment (PPE), materials and gears for emergency purposes such as chemical spillage powder, chemical resistant gloves and safety goggles, etc. LSU coordinates the purchase and maintains a limited amount of stocks available for departments to request subject to the needs. All items are subjected to charge based on the latest LSU Cost Recovery Form. In addition, LSU conducts regular checks on the SSB and assists the departments to replenish the items in the SSB on a half-yearly basis.
